About Us

Frontline Policy Council is the largest pro-family and pro-life organization in the state of Georgia, and its roots stretch back to Focus on the Family. As part of the Family Policy Council movement with state-based and national partners, Frontline is leading the charge in defending families and advancing freedom. Its leadership was the primary force behind Georgia’s Heartbeat Bill in 2019.

To better serve the under-represented conservative business community, Frontline launched the Frontline Conservative Business Alliance. We are currently welcoming like-minded companies and leaders to join this impactful network.

Far too often, large out-of-state corporations attempt to speak on behalf of Georgia small business owners and use financial resources and political ties to influence the policy process.

At Frontline Conservative Business Alliance, we exist to provide an alternative voice for Main Street businesses and small business owners of our state.

Our goal is to empower you and like-minded business owners throughout our state! This alliance gives businesses an opportunity to network and support other conservative, faith-minded businesses via connections, quarterly lunch meetings, and more.

Advocacy for Georgia's Principles and Values

While woke corporations oppose our values, we speak on behalf of Georgia’s conservative business community for life, faith, family, and freedom (see our Issues). The Frontline Capitol team is working under the Gold Dome to advocate for our values–legislative process. 

Our team is also there to directly serve you and connect you with your representatives in-person at the Capitol, in your district, or over the phone. We are here to help bring the process to you..

Meet Your Team

Cole Muzio, President

The President of Frontline Policy Council and Frontline Policy Action, Cole Muzio is proud to launch the Frontline Conservative Business Alliance aimed at providing a voice for the leaders, entrepreneurs, and companies that make Georgia special.

Over the last half-a-decade, Cole has played a major role in shaping conservative policy at the Capitol and winning elections around Georgia first under the banner of Family Policy Alliance of Georgia in 2017 and then with the transition to the Frontline organizations in 2021. He served as the lead lobbyist for the Heartbeat Bill and has forged the largest pro-family force in the state. FCBA is a critical part of Cole’s vision for building a Georgia where families truly thrive. Prior to launching the Frontline organizations and its prior iteration, Cole ran a highly successful consulting firm known for winning insurgent political campaigns and advising organizations on strategic communications. Along with his wife and four children, the Muzios reside in Newnan, GA. Cole holds an MA in Strategic Communications and Leadership from Seton Hall University and an MBA from University of Tennessee Chattanooga.

Beatrice Shakal, Director of Alliances

Beatrice leads the Frontline Conservative Business Alliance with intentions to keep small business the thriving backbone of why Georgia continues to be the #1 State to do Business. Prior to joining the Frontline Policy Team, she served on US Senator David Perdue’s team. Beatrice’s background extends from local to global having also managed policy and communications for the Georgia House of Representatives Majority Caucus, led grassroots coordination for the political campaigns of Governor Brian Kemp and Senator David Perdue, worked for the Office of US Congressman Austin Scott (GA-8), the Heritage Foundation, the British Parliament, as well as having done policy advocacy work and nonprofit international philanthropy.

Beatrice received her undergraduate degree from the University of Maryland and her Juris Master degree from Liberty University School of Law.

Scott Hilton, Chairman

With a passion to see businesses thrive and a commitment to conservative principles, Scott is an outstanding resource for FCBA as its inaugural Chairman. Over a 15+ year career in banking, Scott has worked with hundreds of Georgia small businesses to provide the valuable capital they need to grow. Scott is currently Senior Vice President of Commercial Banking with South State Bank in Atlanta. Prior to this role, Scott led the Georgians First Commission under the Office of Governor Kemp with a focus on cutting red tape and making Georgia the most attractive state for small business.

Scott previously served as a State Representative and holds degrees in finance from Georgetown University and Emory University (MBA).
